EPA, BNSF reach agreement on uranium mine site cleanup

The U.S. Environmental Protection Agency (EPA) announced on Monday an agreement with BNSF Railway Co. to begin cleanup at the Haystack Mines Site, a group of three abandoned uranium mines near Prewitt, N.M., and the Baca/Prewitt chapter on Navajo Nation.Work at the site is slated to begin in July and last four months, according to an EPA press release.The mines operated from 1952 to 1981, and produced 400,000 tons of uranium ore. Today, the 174-acre site is used for livestock grazing, one residence and a few nearby homes.Under the agreement, BNSF will:
• take biological and cultural assessments of the property to ensure cultural resources and sensitive species are not impacted;
• fence the property and post warning signs;
• provide temporary alternative housing to affected residents, if necessary;
• construct access roads; and
• excavate contaminated soil.During the Cold War, 30 million tons of uranium ore were mined on or adjacent to the Navajo Nation, leaving more than 500 abandoned mines. The EPA has entered into settlement agreements valued at $1.7 billion to reduce the highest risks to the Navajo people, agency officials said. KCS announces speed increase in Louisiana

Kansas City Southern Railway Co. will increase train speed from 25 mph to 49 mph on 2.6 miles of track in Louisiana starting June 4, the Class I announced Monday.The speed increase will occur along track between Major Parkway and Woodman Road in New Roads, La. The maximum speed will be increased incrementally, starting with 30 mph on June 4, followed by 35 mph on June 11, 40 mph on June 18, 45 mph on June 25 and 49 mph on July 2, KCS officials said in a press release.Faster train speed on the track segment was made possible by a major track rehabilitation, they said.The railroad and Louisiana Operation Lifesaver officials reminded the community to practice safety around rail crossings and urged pedestrians to stay off railroad rights of way."Always expect a train," they said. Cuomo unveils 'aggressive action plan' for Penn Station

New York Gov. Andrew Cuomo yesterday unveiled what he called an "aggressive action plan" to fix Penn Station, as well as related transit problems.

The governor's proposal included the creation of a task force to address "short- and long-term challenges" at Penn Station, which has been the site of two recent derailments because of track disrepair.

Broward County panel OKs Port Everglades expansion

Port Everglades yesterday received approval from the Broward County Board of Commissioners to proceed with a $437.5 million project that will add new berths for larger cargo ships and install rail infrastructure for new Super Post-Panamax cranes.

Known as the Southport Turning Notch Extension, the project will lengthen the deepwater turn-around area for cargo ships from 900 feet to 2,400 feet. The expansion will allow for up to five new cargo berths, according to a press release issued by the Broward County, Fla., port.

APTA decries Trump's budget cuts to transit programs

American Public Transportation Association (APTA) leaders expressed disappointment yesterday that President Donald Trump's budget reaffirmed the administration's plan to phase out the Capital Improvement Grants (CIG) and eliminate the Transportation Investment Generating Economic Recovery (TIGER) grant programs.

Trump's fiscal-year 2018 budget, unveiled yesterday, reaffirmed positions taken in an earlier outline of the budget that called for phasing out CIG and ending the TIGER grant program. APTA officials had hoped the administration would rethink those proposals by the time the actual budget was sent to Congress.

The Honolulu Authority for Rapid Transportation (HART) and its contractor Hawaiian Dredging on Friday will install a pedestrian bridge at the West Loch rail station in Waipahu, Hawaii.

The bridge will pass over the westbound lanes of Farrington Highway.  The work will begin Friday night and conclude Sunday morning.

American PetroLog LLC has completed construction of a storage and transload terminal in Venus, Texas, that will be served by BNSF Railway Co.

In January, the company acquired the assets of B&E Grain Inc. and developed the 8-acre rail site to serve customers in the Dallas-Fort Worth market. The terminal offers transloading and storage of bulk liquid, dry bulk and carload commodities.

The Orange County Transportation Authority's (OCTA) board yesterday approved seeking a Full Funding Grant Agreement (FFGA) with the Federal Transit Administration (FTA) that would cover nearly half the cost to build the Orange County Streetcar project.

The board will seek an FFGA from the FTA for $148.9 million, according to an OCTA press release.

A coalition of six state attorneys general is urging the Trump administration to require all crude oil transported by rail to meet certain vapor-pressure standards.

In a letter to the Pipeline and Hazardous Materials Safety Administration (PHMSA), the attorneys general asked the agency to take steps to minimize the risk of explosion and fire in the event of a crude-by-rail accident.

The Federal Transit Administration (FTA) announced yesterday that it has approved a $647 million Full Funding Grant Agreement (FFGA) for Caltrain's electrification project.

The approval marked a turn from the FTA's decision in February to halt the grant. As early as last week, U.S. Transportation Secretary Elaine Chao told a U.S. Senate committee that she wouldn't sign off on the grant until Congress approved all the needed funding.

Wabtec Corp. obtained a $40 million contract to design, install, test and commission positive train control (PTC) for the South Florida Regional Transportation Authority (SFRTA), which operates the Tri-Rail commuter-rail service in the Miami area. Under the contract, Wabtec will provide its Interoperable Electronic Train Management System (I-ETMS®) equipment for 42 locomotives and cab cars, a back-office server, wayside communications and signals, a dispatch system, training, and system integration. Installation is expected to wrap up by 2018's end. SFRTA's PTC system will be fully interoperable with all Class Is' PTC systems, Wabtec officials said in a press release.

Rockwell Collins and BNSF Railway Co. have begun conducting "beyond visual line of sight" test flights with unmanned aerial systems (UAS), or drones. The railroad has received authorization from the Federal Aviation Administration to perform the flights without visual observers. The operation marked the first beyond visual line of sight commercial UAS flights in the continental United States, according to a Rockwell Collins press release. During the 200-mile flights, BNSF controlled its aircraft using Rockwell Collins' control radio data link network deployed throughout the railroad's subdivision in Clovis, N.M. Such flights could help BNSF inspect tracks from afar.

The Washington Metropolitan Area Transit Authority (WMATA) next month will conduct its final repair surge as part of its SafeTrack maintenance plan.

To complete the work, the agency on June 17 will shut down a 5-mile segment of the Red Line between the Shady Grove and Twinbrook stations in Montgomery County, Md. The work includes crosstie replacement, rail renewal and welding.

Members of a House committee and subcommittee introduced legislation last week to reauthorize the Federal Emergency Management Agency (FEMA) for the first time since the agency was created in 1979.The FEMA Reauthorization Act of 2017 (H.R. 2548) was introduced by the leaders of the Transportation and Infrastructure Committee and the Economic Development, Public Buildings, and Emergency Management Subcommittee.In addition to reauthorizing FEMA, the bill calls for a "comprehensive study" of ways to reduce disaster costs and losses to ensure the nation is better prepared to address and respond to disaster challenges, according to a press release issued by the Transportation and Infrastructure Committee.The bill also aims to improve the nation's emergency management capabilities, strengthen components of the preparedness and response system, and support emergency response personnel."Losses in lives and economic costs as a result of disasters have been rising in recent years," said Transportation and Infrastructure Committee Chairman Bill Shuster (R-Pa.). Class Is employed 149,107 workers in the United States as of mid-April, down 0.14 percent compared with mid-March and down 2.64 percent from the year-ago figure, according to the Surface Transportation Board (STB).Of the six employment categories, half reported decreases compared with mid-March. They were executives, officials and staff assistants, down 2.5 percent to 8,832 employees; professional and administrative, down 4.04 percent to 12,671; and maintenance of equipment and stores, down 0.28 percent to 27,849.Reflecting increases compared with mid-March were maintenance of way and structures, up 0.35 percent to 34,218 workers; transportation (other than train and engine), up 0.09 percent to 5,849; and transportation (train and engine), up 0.84 percent to 59,688.On a year-over-year basis, most categories reflected decreases. Executives, officials and staff assistants were down 5.35 percent; professional and administrative, down 8.21 percent; maintenance of way and structures, down 5.45 percent; maintenance of equipment and stores, down 4.19 percent; and transportation (other than train and engine), down 6.15 percent.Transportation (train and engine) was the only category to post an increase in employment on a year-over-year basis.
