APTA leadership pledges support for racial equity

American Public Transportation Association (APTA) Chair Nuria Fernandez and President and Chief Executive Officer Paul Skoutelas late last week issued a statement that pledges a commitment to diversity, inclusion and equity in the nation's public transportation industry.

The statement was issued after two "painful weeks" of protests over the killing of George Floyd in Minneapolis and after 12 weeks of the industry coping with the impact of the COVID-19 pandemic, Skoutelas explained in a letter to APTA members.

PATH reopens WTC Station on weekends

The Port Authority Trans-Hudson Corp. (PATH) last week reopened the World Trade Center (WTC) Station for weekend service in New York City.

The WTC Station has been closed on weekends since January 2019 to facilitate work on the tunnels below the Hudson River connecting the WTC and Exchange Place stations. The tunnels were damaged by saltwater flooding during Hurricane Sandy in 2012.

BART has added three trains to the morning and afternoon commute on the Yellow Line between Pleasant Hill to Daly City.

TSB: Rail made in 1953 a factor in CN derailment in Saskatchewan

The Transportation Safety Board of Canada (TSB) identified a number of factors that led to a broken rail and derailment of a CN train in Saskatchewan in January 2019, the agency announced last week.

On Jan. 22, 2019, a CN freight train traveling south on the Warman subdivision experienced a rough ride as it crossed over the median between divided Highway 11. A minute later, a train-initiated emergency brake application occurred as 29 loaded grain cars and a mid-train locomotive derailed. Some of the grain cars released their loads, and the locomotive caught fire but was quickly extinguished.

Port of Corpus Christi awarded TxDOT grant for safety improvements

The Texas Department of Transportation (TxDOT) has awarded a $5.4 million safety improvement grant to the Port of Corpus Christi.The funds will be used for a project to make safety improvements to the Joe Fulton Trade Corridor and Rincon Road leading to the Rincon Industrial Complex, port officials said in a press release. The funding comes from the Port Access Program, which is designed to improve safety and fluidity of roads around Texas seaports. Significant growth in recent years along the Corpus Christi Ship Channel Inner Harbor — including additional rail infrastructure — has resulted in the need for a new frontage road south of the rail corridor that parallels the Joe Fulton Corridor to maintain vehicle safety and mobility, port officials said.The port has made significant capital investments to the Rincon Industrial Complex, one of the newest facilities targeting breakbulk cargo such as wind energy components, military cargo and steel pipe. The capex projects included the construction of 40 acres of flexible cargo storage space and 12,000 feet of rail to accommodate liquid transloading and processing of breakbulk cargo.The TxDOT improvements will enhance truck mobility, highway connectivity and safety, including the addition of intelligent transportation systems components."The Rincon Road and Joe Fulton Corridor improvements continue to enhance our customers' ability to move their goods to market safely and competitively," said Sean Strawbridge, the port's chief executive officer.The Port of Corpus Christi is served by BNSF Railway Co., Kansas City Southern and Union Pacific Railroad, as well as a Genesee & Wyoming Inc.-operated short line and the port's own rail line, Corpus Christi Rail Terminal.

Caltrain’s board last week approved a nearly $43 million interim operating budget and a $19.1 million interim capital budget for the first quarter fiscal-year 2021. 

The $42.9 million interim operating budget includes a projected $8 million in farebox revenue, representing an $18.5 million decrease over Q1 farebox revenue in FY2020. This comes as the California agency grapples with a decline in ridership from 65,000 passengers per day to just 1,300 due to the COVID-19 pandemic, agency officials said in a press release.

FRA grants unions' request for another extension to file certification petitions

The Federal Railroad Administration (FRA) last week granted another 60-day extension to time limits in which certain petitions for review must be filed with the Locomotive Engineer Review Board (LERB) and the Operating Crew Review Board (OCRB). 

The extension followed a second joint petition filed by two railroad unions, the Brotherhood of Locomotive Engineers and Trainmen (BLET) and the SMART Transportation Division (SMART-TD).

Rail supplier news from Harsco Rail, Duos, Tensar, WSP, LCS and LRW (June 5)

Harsco Rail last month installed its 250,000th tie on the MTA Long Island Rail Road's (LIRR) system. The contract between Harsco Rail and LIRR was first awarded in 2012 after LIRR decided to switch from wood to concrete ties. “Our system has benefited greatly from the installation of concrete ties, which now comprise roughly 30 percent of our mainline track miles,” said LIRR Chief Engineer Glenn Greenberg in a Harsco Rail press release.

A Class I has awarded Duos Technologies Inc. an approximately $2.1 million contract to integrate up to 100 artificial intelligence use cases into Duos’ centraco® platform. The use cases will eventually be used by the railroad in its automation-focused efforts, Duos officials said in a press release. The contract also includes a recurring service and maintenance component for the new software that's being developed. The contract will be executed by Duos subsidiary truevue360 Inc. in two phases, with half occurring in the summer and the rest expected to be completed in early 2021.

Canadian Pacific is donating $1 million to three organizations to support the people of Minneapolis, home to the Class I's U.S. operations, as well as support meaningful positive change nationally.The donation is being given in response to ongoing social unrest and social injustice in the United States, CP officials said in a press release."George Floyd's death is shocking and heartbreaking, and serves as proof that society as whole still has so much work to do," said CP President and Chief Executive Officer Keith Creel. "With our U.S. operations running out of Minneapolis, it is our responsibility to support our employees, neighbors and friends throughout Minnesota and beyond."Floyd died May 25 after he was arrested and then pinned to the ground by Minneapolis Police Officer Derek Chauvin, who used his knee on Floyd's neck. The incident was recorded on video and led to protests throughout last week and early this week. Chauvin was subsequently fired and has been charged in Floyd's death.The three organizations that will receive the CP funds are the Lake Street Council, East Side Neighborhood Services and Equal Justice Initiative. The charities not only support people in local areas, but also help others in the United States who work to restore and rebuild following social unrest."To effect change, we have to redouble our efforts on diversity and equality, and as a company working together we are committed to doing so," said Creel.

Ontario government advances Ontario Line subway project

Ontario government officials earlier this week issued two requests for qualifications (RFQ) to seek contractors to design, build and maintain the Ontario Line, a planned 9.6-mile subway extension. The RFQs cover rolling stock systems, an operations and maintenance contract, and a design-build-finance contract for the southern portion of the line.Infrastructure Ontario and Metrolinx will evaluate RFQ submissions and shortlist teams to be invited to respond to a request for proposals in the fall, government officials said in a press release.The Ontario Line will be the largest subway expansion in the province’s history, they said. It will extend from Exhibition/Ontario Place to the Ontario Science Centre and include 15 stations with connections to GO Transit and the Toronto Transit Commission’s (TTC) subway, streetcar and Eglinton Crosstown light-rail lines.The TTC will be responsible for day-to-day operations after the line is completed.

Amtrak is asking the Surface Transportation Board (STB) to settle an ongoing dispute with Metra over the commuter railroad's use of Chicago Union Station, which Amtrak owns.

In a May 27 filing with the STB, Amtrak said it's been unable to reach an agreement with Metra on terms and compensation for a new contract. Metra has used the station under an agreement since 1984. The latest extension to that pact expired in July 2019.

TTC advances Chester Station accessibility project

The Public Utilities Commission of Ohio (PUCO) yesterday approved construction authorization from the Ohio Rail Development Commission (ORDC) directing Northern Ohio & Western Railroad (NOWR), CSX and Wheeling & Lake Erie Railway (WLE) to upgrade the safety of several grade crossings in the state.

NOWR will install lights and gates at six crossings in Gibsonburg by Dec. 3, 2021. Funds for NOWR's projects will be provided by ORDC, PUCO and the Sandusky County-Seneca-County-City of Tiffin Port Authority, PUCO officials said in a press release.
