United Rail Inc. has appointed former Surface Transportation Board (STB) Chairman Daniel Elliott III to its board.

Elliott is a partner at Conner & Winters, a Washington, D.C., law firm. He was appointed by President Barack Obama to serve two terms on the STB, and was designated chairman for both terms until January 2017.

As STB chair, Elliott became an authority in railroad economic regulatory matters handled by the board, in Congress and through the courts. He was responsible for decisions at the agency regarding rulemakings, rate cases, preemption issues and major rail construction cases.

"His accomplishments in the rail industry and in his law practice will prove to be invaluable as we grow," said Michael Barron, United Rail's chief executive officer, in a press release.
