The Societe de transport de Montreal (STM) later this month will begin work to improve accessibility at Place-Saint-Henri Station in Montreal.

DART subway project reaches design milestone

The Dallas Area Rapid Transit (DART) yesterday announced it has reached 30% completion of the preliminary design for the D2 Subway, a proposed second light-rail alignment through the Dallas Central Business District. 

Reaching that milestone means DART can begin preparing a final environmental impact statement (FEIS). Once submitted, the Federal Transit Administration plans to issue a FEIS and record of decision to environmentally clear the project so it can advance to engineering, DART officials said in a press release.

Metro-North adds train capacity tracker to app

MTA Metro-North Railroad yesterday unveiled a real-time train capacity tracker on its TrainTime mobile application to show riders how many seats are available on a train approaching a station.

The app feature is designed to help riders practice social distancing during the COVID-19 pandemic. The feature was previously unveiled at MTA Long Island Rail Road in June.

CN and Canadian Pacific both announced yesterday they've been named to the Dow Jones Sustainability Index (DJSI), which tracks the stock performance of leading companies in terms of economic, environmental and social criteria.For CN, this year marks the ninth consecutive year that the Class I has been listed on the DJSI World Index and the 12th consecutive year that it has been listed on the DJSI North America Index, CN officials said in a press release.CN has dubbed its sustainable business practices "Delivering Responsibly." In 2017, the railroad became the first Class I in the world to set a science-based climate target, CN officials said in a press release."The company believes rail has tremendous potential to reduce the environmental impact of transportation and we are committed to playing a key role in the transition to a low-carbon economy," said CN President and Chief Executive Officer JJ Ruest.Meanwhile, CP has been added to the 2020 DJSI North America."CP is always working to develop innovative and impactful ways to enhance the communities we serve and protect the environment," said CP President and CEO Keith Creel in a press release. "We have been part of the North American landscape since 1881, and our commitment to people, the planet, safety and ethics is unwavering."In July, CP released its first public statement on climate change, which acknowledges the effects of rising global temperatures and lays out the railroad's commitment to ongoing efforts to mitigate the impacts.

FRA final rule sets minimum standard for measuring Amtrak performance

The Federal Railroad Administration (FRA) yesterday published a final rule that lays out the metrics and a minimum standard to measure service quality performance on Amtrak operations.

The metrics relate to on-time performance, train delays, customer service, financial and public benefits. The final rule requires Amtrak and its host railroads to certify Amtrak schedules, and sets an on-time performance minimum standard of 80% for any two consecutive calendar quarters. Other metrics defined by the rule address ridership, train delays, station performance and host running time.

Trinity Metro last week selected AECOM to conduct an environmental assessment and preliminary engineering work for the 2.1-mile TEXRail commuter-rail extension in Fort Worth, Texas.

Trinity Metro plans to extend the commuter-rail line south from downtown Fort Worth to a proposed station south of Mistletoe Boulevard in the Forth Worth Medical District.

WMATA to accelerate Blue Line signal work

The Washington Metropolitan Area Transit Authority (WMATA) later this month will speed up major capital work on the Blue Line in Virginia, WMATA announced last week.

During construction — which will occur over 10 weekends beginning Nov. 27 and ending March 14, 2021 — WMATA crews will replace all major signal system components in the Alexandria Rail Yard, which connects to the Blue Line. Those components include switches, signals, track circuits and signal control rooms.

AASHTO elects Sheehan president, Wilson VP

The American Association of State Highway and Transportation Officials' (AASHTO) board late last week elected Victoria Sheehan to serve as president and Shawn Wilson to serve as vice president for the 2020-2021 term.

Sheehan, commissioner of the New Hampshire Department of Transportation (DOT), is the second woman to serve as AASHTO president in the association's 106-year history. Wilson, secretary of the Louisiana Department of Transportation, is the first Black person to serve as vice president, AASHTO officials said in a press release.

CN announced last week that once again it has been recognized as one of Canada's Top 100 Employers (2021) by Mediacorp Canada Inc.The award recognizes the railroad's commitment to provide exceptional employee programs and workplace policies, CN officials said in a press release.In particular, CN's commitment to supporting communities through its employee and pensioner-run Community Fund, which has raised more than CA$18.5 million since 2010 for Canadian charities, was acknowledged. Also highlighted was CN's focus on employee health through the Employee and Family Assistance Program and access to telemedicine.The award follows the Class I being named one of Montreal's Top 100 employers and one of Canada's best diversity employers for four years in a row, CN officials said.

South Plains Lamesa Railroad to develop Texas transloading facility

The San Angelo Development Corp. of San Angelo, Texas, has entered into a partnership with South Plains Lamesa Railroad Ltd. (SPLRR) for the development of a multicommodity rail port, through which bulk freight imports and exports will be delivered to the United States and Mexico.

The facility will be located on a 180-tract east of Schwertner Road between FM 2105 and 50th Street. It will connect to the Texas Pacifico Transportation Ltd. (TXPF) branch of the South Orient Rail Line, the portion of railroad that spans from Presidio, Mexico, up to San Angelo Junction in Texas' Coleman County.

SEPTA to redirect some overnight weekend rail service to buses

The Southeastern Pennsylvania Transportation Authority (SEPTA) on Nov. 15 will begin replacing its overnight weekend rail service on the Market-Frankford and Broad Street lines with bus service to enable staff time to clean rail stations.

During the switch from rail to buses, full weekend overnight service will still be provided. SEPTA also increased the frequency of its bus routes and make stops at all stations along both rail lines.

The Short Line Safety Institute (SLSI) today launched is first online program for hazardous materials training with five educational videos that provide an overview of hazardous materials regulations.

Dubbed "Fast Class," the videos range in length from four to seven minutes of viewing. The video library is an extension of the SLSI's hazardous materials training program offered at no cost to short lines, institute officials said in a press release.

The North County Transit District (NCTD) yesterday released a study outlining its plan to expand passenger- and freight-rail services along the Los Angeles-San Diego-San Luis Obispo (LOSSAN) rail corridor in California.

The "San Diego Pathing Study" final report consolidates passenger- and freight-rail service needs into one operating plan. It helps identify and prioritize specific infrastructure improvements that would increase service capacity in the near-, mid- and long-term future, NCTD officials said in a press release.
