A&R opens CSX-served warehouse in South Carolina

A&R Logistics Inc. yesterday officially opened its new export facility at the West Branch Commerce Park in Moncks Corner, South Carolina.

Designated as a CSX Select Site, the 615,000-square-foot facility was developed in cooperation with the South Carolina Ports Authority and the state. A&R will use the facility to prepare for exporting and importing plastic resin and other products for large chemical companies.

APTA: Commuter-rail industry poised to meet PTC deadline

Based on third-quarter reports, the commuter-rail industry is on track to complete full implementation of positive train control (PTC) by the federal government's Dec. 31 deadline, the American Public Transportation Association (APTA) announced this week.

As of Sept. 30, 100 percent of commuter railroads are PTC certified by the Federal Railroad Administration (FRA) or are awaiting approval on submitted PTC safety plans, APTA officials said in a press release.

OIG to audit security of FTA's financial systems

The U.S. Department of Transportation's (USDOT) Office of Inspector General (OIG) is set to audit the security of the Federal Transit Administration's (FTA) financial management systems that support federal pandemic relief funding.Under the Coronavirus Aid, Relief and Economic Security (CARES) Act, the USDOT received over $36 billion in funding to provide emergency assistance to the transportation industry. And of that amount, the FTA received $25 billion to distribute grants for transit infrastructure to prevent, prepare for and respond to the COVID-19 pandemic. FTA uses several financial management systems to approve, monitor and distribute the funds.However, since March, the number of attacks on federal information systems has increased through a variety of techniques, including social engineering and spear phishing, according to a Nov. 12 memorandum from Kevin Dorsey, assistant inspector general for information technology audits."These attacks can hinder federal agency operations and threaten the operations of the FTA's financial management information systems by affecting system and information confidentiality, availability and integrity," Dorsey wrote. "For example, an attack can result in a system outage through a denial of service, or expose personally identifiable information and result in a data breach."The audit will assess the effectiveness of FTA's financial management systems' security controls designed to protect the confidentiality, integrity and availability of the systems and their information, Dorsey's memo stated.The OIG plans to begin its work immediately, and will conduct he audit remotely at USDOT headquarters and contract sites as necessary.

The Association Francaise de Normalisation certified Alstom’s training center in France with the Qualiopi certification, making Alstom the first in the rail sector to obtain the designation. The Qualiopi certification confirms the center is complying with professional training requirements, Alstom officials said in a press release. The center covers 40 training courses, including product training, special process training, and quality and safety training.

Huber+Suhner updated the range of its Sencity® Rail antennas to receive signals from the BeiDou, Galileo, GPS and GLONASS satellite systems. The update enables higher location accuracy for railway operators, offering improved safety and better operational, Huber+Suhner officials said in a press release.

The Ontario government earlier this week officially reopened the Cooksville GO Transit rail station in Mississauga after completing renovations earlier this fall.

The new GO Transit station building was redeveloped and now includes upgraded pedestrian tunnels to rail platforms, an east pavilion and an integrated six-level parking structure.

The test took place at Virgin Hyperloop’s nearly 547-yard DevLoop test site near Las Vegas, where the company has previously run over 400 tests with no passengers.

Moody's: Crude-by-rail poses higher social than financial risk for CN, CP

A Moody's Investors Service analysis of crude-by-rail (CBR) shipments in Canada finds that shipments in 2021 are expected to remain below the peaks of early 2020.But "reputational" and social risks associated with accidents far outweigh the financial risk that CBR poses for CN and Canadian Pacific, Moody's officials said in a press release. The Canadian Class Is, which together move more than 95 percent of the country's CBR, continue to take steps to improve safety, they said.Among the report's highlights:
• The decline in crude production in western Canada has led to declining shipments for the Canadian railways. Despite big annual swings in carloads, the Canadian railroads have "relatively low exposure" to the CBR segment, as customer-supplied rail cars and customer contracts help minimize revenue losses.
• While CBR accounts for less than 2% of Canadian rail carloads, they involve a potential social-impact risk disproportionate to the business that they generate.
• Moody's analysts expect that both CN and CP, as well as the Canadian government, will continue efforts to increase the safety of both rail transport and the transportation of hazardous goods in Canada. The railroads have taken other steps to reduce accidents, including upgrading their networks with annual investments in infrastructure and new safety technologies, while the government has said it will invest CA$25 million over three years to improve rail safety.CBR shipments declined in Canada this year in line with the drop in the country's crude production, according to the report. CBR exports, mostly to the United States, have fallen accordingly. In the first half of 2020, Canada's crude production declined by 20 percent from its 2019 average of 5.5 million barrels per day.CN reported a 25% decline in carloads from its petroleum and chemicals segment in second-quarter 2020 compared with the same period in 2019, while CP posted a 28% decline in carloads for its energy, chemicals and plastics segment.The Moody's CBR report can be read here.

The Metropolitan Transportation Authority (MTA) earlier this month completed accessibility improvement projects at the 59th Street and 191st Street New York City Transit (NYCT) subway stations in Brooklyn and Upper Manhattan.

NYCT crews replaced three elevators at 59th Street Station to make them fully accessible under Americans with Disabilities Act standards, expanded the station's northside mezzanine and build new stairs.

West Virginia opens online portal for reporting blocked grade crossings

The Public Service Commission of West Virginia (PSC) has launched a new online portal through which individuals can report trains that are illegally blocking one of the 8,000 grade crossings in the state.Under state law, it's illegal for a train to block a public street, road or highway for longer than 10 minutes. Exceptions are made in the case of an emergency or a continually moving train."Blocked highway-rail grade crossings are becoming a major problem in West Virginia," said PSC Chair Charlotte Lane in a press release. "By reporting these issues, PSC railroad safety inspectors will know where the problems are and will investigate the cause of the blockages."Those inspectors' findings will be reported to the Federal Railroad Administration for review, Lane added.The online portal is available here.

U.S. intermodal-rail volume spikes in Week 45

The U.S. intermodal-rail traffic growth trend continued during the week ending Nov. 7, with trailer and container volume increasing 10.3% to 293,746 units compared with the same week in 2019, according to Association of American Railroads (AAR) data.

The carload volume trend continued its downward slide, however. U.S. railroads logged 228,282 carloads during the week, down 8.4%. Carload and intermodal volumes combined, U.S. rail traffic climbed 1.3% to 522,028 units, AAR officials said in a press release.

LA Metro's Washington to lead Biden's transportation transition team; AAR, ASLRRA welcome president-elect

President-elect Joe Biden and Vice President-elect Kamala Harris have named Los Angeles County Metropolitan Transportation Authority (LA Metro) Chief Executive Officer Phil Washington as the transportation transition team leader for the Biden-Harris administration.

The team will be responsible for evaluating the U.S. Department of Transportation's operations so that the administration is prepared when Biden and Harris take office on Jan. 20, 2021. In addition, the team will review the National Transportation Safety Board, Amtrak and the Federal Maritime Commission, Biden-Harris team officials said in a press release.

Louisiana Gov. John Bel Edwards yesterday announced that Gron Fuels LLC is studying the feasibility of opening a renewable fuel complex at the Port of Greater Baton Rouge.

With expansions and associated projects, the complex could involve up to $9.2 billion of total investment over several phases. A final decision is expected in 2021, which will determine the final cost of the project's first phase, state officials said in a press release.

TransLink soon will test a new bacteria- and virus-killing copper-coating product on high-touch surfaces on SkyTrain cars and buses.

The agency will install copper-based products and a protective coating called organosilane to test how effectively the agents destroy viruses and bacteria, TransLink officials said in a press release.

Union Pacific Railroad yesterday announced agreement employees who worked at least 30 days during the pandemic will receive a one-time $1,000 gross bonus payment in December.

Pending union approval, all current agreement employees — including those furloughed — who worked at least 30 days between March 1 and Nov. 30 will be eligible to receive the bonus. The days worked do not need to be consecutive, UP officials said in a press release.
