Knorr-Bremse AG will make a $10 million investment in Rail Vision Ltd., Foresight Autonomous Holdings Ltd. announced. Following the investment, Knorr-Bremse will own 36.79% of Rail Vision’s outstanding share capital. Additionally, Rail Vision has received a call option for an additional $5 million, Knorr-Bremse officials said in a press release.

STV Group named Gregory Kelly president and chief executive officer, effective October 26. Kelly will guide the firm toward achieving strategic goals with an emphasis on performance, business development, technology and human capital. Previously, Kelly was CEO of Heritage Construction and Materials and president and CEO of WSP USA. STV also hired Tracy Marines as vice president and corporate controller.

AAPA restructures board

The American Association of Port Authorities (AAPA) yesterday announced a structural overhaul of its governance policies and board of directors. As part of the restructuring, AAPA members voted to reduce the 45-member board to 11 members, extend member terms to two years and eliminate the board’s 12-member executive committee. “By restructuring and modernizing AAPA’s Board of Directors, I believe it’ll vastly improve the association’s ability with regard to policymaking and other governance issues, enabling us to be more nimble, efficient and effective as a hemispheric membership association,” said AAPA President and Chief Executive Officer Christopher Connor in a press release. AAPA also restricted the number of positions available to board members and will require that only port CEOs or their equivalent be eligible to serve on the board.

Port of Brownsville wins grant to expand grain storage facilities

The Maritime Administration (MARAD) awarded the Port of Brownsville in Texas a $14.5 million Port Infrastructure Development Program grant to improve efficiency and safety of its grain storage and loading facilities.

The grant will support the development, expansion and upgrade of the port's three-million-bushel grain elevator operated by WestPlains LLC. The project includes rail and road improvements.

APTA slams FTA plan to consider 'anarchist jurisdictions' in grant eligibility

The American Public Transportation Association (APTA) yesterday announced it "strongly opposes" the inclusion of restrictive project eligibility criteria in the federal grant opportunity for COVID-19 research grants to public transit agencies.

On Oct. 8, the Federal Transit Administration (FTA) issued a notice of funding opportunity (NOFO) to provide federal funding for COVID-19 research demonstration grants. The NOFO states that the FTA will review and consider applications in accordance with President Donald Trump's Sept. 2, 2020, memorandum that directed the U.S. Department of Justice and Office of Management and Budget to review federal funding to state and local government recipients that are permitting "anarchy, violence and destruction."

Metra sues UP over new fare collection policy

Metra yesterday sued Union Pacific Railroad for breach of contract, marking a new stage in the ongoing dispute between the railroads over the operation of commuter service on UP-owned rail lines in the Chicago area.Filed in Cook County Circuit Court, Metra's lawsuit accuses UP of breaching its purchase of service agreement (PSA) with the Chicago commuter railroad by failing to maintain ticket agents at stations, collect tickets and fares on trains and have UP trainmen walk the trains on UP's Union Pacific North, Northwest and West lines.As owner of the lines, UP is responsible for operating the commuter service over its tracks with its employees under the PSA with Metra. Metra claims that the PSA obligates UP to collect fares and have conductors validate tickets on the trains.In addition to monetary damages, Metra is seeking a permanent injunction that would require UP conductors and onboard personnel resume selling and validating all tickets and making repeated passes through the cars to assist riders and promote disorderly conduct."We strongly disagree with how Union Pacific Railroad has been operating commuter service," said Metra Chief Executive Officer and Executive Director Jim Derwinski in a press release. "We have given UP management numerous opportunities to provide the necessary level of service as on our other lines, but they have refused to address these issues in any meaningful way and have left us no recourse but to seek relief through the courts."Earlier this month, UP announced riders using its Metra lines must show a valid ticket when boarding an outbound train or upon arrival at Ogilvie Transportation Center. UP employees behind protective, plexiglass booths will verify fares as commuter enter or leave train platforms.UP has said the process increases fare collection while helping to keep UP employees and Chicago commuters safe and healthy as the world continues to navigate the COVID-19 pandemic.UP has repeatedly asked Metra to increase its police presence to address commuters' safety concerns, as well as enforce ticketing and mask requirements. Responsibility for onboard passenger and public safety has been Metra's responsibility for three years, UP officials have said.

U.S. freight-rail traffic edges up in Week 41

Thanks to an increase in intermodal volume, U.S. freight rail traffic rose 1.9 percent to 520,452 carloads, containers and trailers for the week ending Oct. 10 compared with the same period in 2019, according to Association of American Railroads (AAR) data.

Total carloads for the week fell 5.2 percent to 230,964 units, while intermodal volume climbed 8.4 percent to 289,499 containers and trailers.

RTD-Denver releases results of life quality study

The Regional Transportation District of Denver (RTD) last week released its "Quality of Life Study," which focuses on the impact the agency has on the areas most affected by transit improvements. 

The study found that 89 percent of the population in the metro Denver region live within RTD’s service area, and 3,300 affordable housing units are within a half-mile of a rail or bus station.

SMART receives AA rating on construction bond refinancing

Standard & Poor’s Global Ratings (S&P) earlier this week issued Sonoma-Marin Area Rail Transit (SMART) in California an AA rating on the proposed refinancing of the agency’s construction debt.

S&P Global Ratings assigned the AA rating on SMART’s anticipated $123.4 million Measure Q sales tax revenue refunding bonds, which will be sold as green bonds.

Port Manatee logs record container cargo in FY2020

Port Manatee on Tampa Bay, Florida, logged 88,466 20-foot-equivalent units (TEUs) of cargo in the fiscal year that ended Sept. 30, representing a 54.6% increase over FY2019 and an all-time high, port officials announced yesterday.

In FY2019, Port Manatee posted 57,239 TEUs, a 49.2% increase compared with FY2018's level.

The Charlotte Area Transit System (CATS) is seeking public input on the agency’s proposed 26-mile LYNX Silver Line light-rail project that would extend from Belmont through Charlotte and into Matthews, North Carolina. 

CATS is in the pre-project development phase of the project to refine the line’s proposed alignment, and is wrapping up its early scoping period in collaboration with the Federal Transit Administration. Today is the final day to provide comments for the project.

CSX honors 72 shippers for hazmat safety

CSX Corp. yesterday recognized 72 shippers with the company's annual Chemical Safety Excellence Award for maintaining a commitment to safe transportation of hazardous materials.The honorees represent a wide range of industry segments, including chemicals, biofuels, waste and fertilizers. They shipped a combined 218,000 carloads of hazardous materials on the Class I's network in 2019 without a release due to controllable factors, CSX officials said in a press release.The award is presented to customers who've shipped at least 600 carloads of hazardous materials without release due to controllable factors. "Through their diligence in maintaining their equipment and loading and securing their shipments, the 2019 award winners have demonstrated a relentless commitment to protecting employees and communities across the CSX network," said Arthur Adams, CSX vice president of sales and supply chain solutions.Special recognition was given to three customers — Cargill, Kemira and Nouryon Chemical — for achieving 10 consecutive years without a release.The other award winners' names can be read here.

SEPTA receives federal grant to improve rail worker safety

The Federal Transit Administration awarded the Southeastern Pennsylvania Transportation Authority (SEPTA) $742,000 through the federal Safety Research and Demonstration Program to install an automated technology to protect rail workers in the right-of-way at some work zones. 

The automated system is designed to prevent trains from being inadvertently routed into work areas where track personnel and first responders are working. A key feature of the system allows track workers in the field to control the application and removal of work zone blocks, providing safety redundancy and further decreasing the risk of work zone incursions, agency officials said.

Port KC wins grant for Missouri River intermodal terminal project

The U.S. Department of Transportation (USDOT) has awarded the Kansas City Port Authority (Port KC) a $9.88 million federal grant for the Missouri River Terminal project.

The grant will be used for advanced project planning and redevelopment activities for the terminal site, such as preventative flooding maintenance, environmental remediation efforts, site design, land acquisition and limited pavement and rail access development, state officials said in a press release issued by Missouri Gov. Mike Parson's office.

Rail industry marks 40 years of transformation under Staggers Act

Today marks the 40th anniversary of the Staggers Rail Act of 1980, which partially deregulated the U.S. freight-rail industry so that railroads could operate in a competitive market place.

Signed by President Jimmy Carter on Oct. 14, 1980, the act and its implementation by the Interstate Commerce Commission —  now the Surface Transportation Board (STB) — lifted many restraints on railroads so that they could set their own rates and adjust their services to meet shippers' needs.

Cummins Inc. announced plans to invest more than $25 million into upgrading its engine manufacturing plant and high-horsepower headquarters in Seymour, Indiana, over the next several years. The investment will improve and refine the plant’s manufacturing capabilities to prepare for the addition of a new engine platform that will be launched in 2024, Cummins officials said in a press release. The Seymour engine plant produces diesel engines for the rail industry.

FreightCar America Inc. announced it has made significant progress in its manufacturing repositioning and business transformation strategy. The company has finalized early termination of the lease at its manufacturing facility in Cherokee, Alabama, effective Feb. 28, 2021, and completed Association of American Railroads certification audits for a new joint venture facility in Castanos, Mexico. FreightCar America also completed its first rail car at the Castanos facility, and obtained a new asset-backed credit facility to facilitate the business and repositioning process.

TriMet declares impasse on union contract negotiations

The Tri-County Metropolitan Transportation District of Oregon (TriMet) last week declared an impasse in contract negotiations with the Amalgamated Transit Union Local 757 (ATU), which  represents more than 2,700 TriMet employees.

Since October 2019, TriMet and ATU have completed 15 negotiation sessions and four mediation sessions with no headway on major issues, TriMet officials said in a press release.

Yale students, CTDOT partner on rail-car safety research

Two Yale University undergraduate students worked in partnership with the Connecticut Department of Transportation (CTDOT) to develop criteria and outline design features that would mitigate the risk of spreading COVID-19 and inform decisions regarding CTDOT's purchase of new rail cars.As part of the SEAS 2020 Summer Design/Research Scholars Program, Yale students Marley Macarewich and Nathan Pharr worked on an eight-week long project to research ways to reduce the spread of COVID-19 in railcars, according to the Yale News blog.The pair met virtually with the CTDOT three times over the summer to discuss proposed solutions and obtained the blueprints to rail cars in Connecticut to aid with their research.Proposed solutions outlined in the students' report include a universal mask requirement, seating charts, introduction of a separate car for riders who are high-risk, increased outdoor airflow, the use of non-porous, smooth materials for seat covers and train surfaces and the implementation of plexiglass shields between seats.Macarewich and Pharr are working with Krystal Pollit, an assistant professor of epidemiology, to prepare a manuscript of their summer research to be published in a peer-reviewed journal.
