XpressWest signs MOUs to study L.A.-Vegas high-speed rail extensions

The boards of Metrolink and the San Bernardino County Transportation Authority (SBCTA) recently approved memorandums of understanding (MOU) with Brightline/XpressWest to study a possible expansion of Xpress West's proposed high-speed rail line between Las Vegas and the Los Angeles area.

Metrolink's board approved an MOU last week, according to a Forbes report. The study would examine linking the XpressWest project to Metrolink stations in the Los Angeles suburbs of Rancho Cucamonga and Palmdale, California. Each extension would add about about 50 miles from XpressWest's current terminus in Victorville, California, the news organization reported.

Bill would offer tax credits for freight rail-car investment

The Railway Supply Institute (RSI) has endorsed the proposed Freight RAILCAR Act, a bill introduced in Congress last week that would help generate private investment in freight rail-car manufacturing.The "Freight Rail Assistance and Investment to Launch Coronavirus-era Activity and Recovery Act" would offer freight rail-car owners a time-limited 50 percent tax credit for purchasing new freight rail cars or refurbishing existing cars that result in improving capacity or fuel by at least 8 percent, RSI officials said in a press release.In addition, the bill would provide separate tax credits for scrapping rail cars based on their depreciated value and for capital expenditures on equipment or technology enhancements that improve environmental standards or the safety, quality or efficiency of rail-car manufacturing and repair options.The credit is intended to encourage freight rail-car owners to modernize their fleet to better meet precision scheduled railroading standards, accelerate the industry's production of new tank cars to meet improved safety standards and to increase the efficiency of the fleet by use of more energy-efficient rail cars, RSI officials said.The bill was introduced by U.S. Reps. Brad Schneider (D-Ill.), Darin LaHood (D-Ill.), Dan Lipinski (D-Ill.), Rick Crawford (R-Ark.), Earl Blumenauer (D-Ore.) and Drew Ferguson (R-Ga.). The legislation comes as demand for new rail cars has reached near-record lows, association officials said. Prior to the COVID-19 pandemic, the freight rail-car manufacturing industry directly supported 65,000 U.S. jobs, with average salaries exceeding the national average by 40 percent.RSI officials urged Congress to pass the bill quickly to help railway suppliers cope with the economic fallout of the pandemic."Railway suppliers are facing increasingly difficult economic circumstances as a result of the COVID-19 pandemic and many have been forced to significantly reduce their manufacturing workforces," said Nicole Brewin, RSI's senior vice president of government and public affairs.

The Federal Railroad Administration (FRA) and Surface Transportation Board (STB) yesterday wrote to each Class I to address certain service issues related to the effects of the COVID-19 pandemic.

In letters to the Class Is' chief executive officers, FRA Administrator Ronald Batory and STB members said they've been made aware of concerns such as "missed industrial switches and excessively late or annulled trains due to crew availability issues."

VIA Rail Canada Inc. on Sept. 1 will increase service between Quebec and Ontario due to an increase in demand for intercity travel during the COVID-19 pandemic, the agency announced last week.

Service in the Quebec-Windsor Corridor will be restored to 50 percent of pre-pandemic levels, VIA Rail officials said in a press release.

TriMet holds competition for repurposing legacy light-rail vehicles

Portland State University’s Center for Public Interest Design tomorrow will select the winners of a design competition to re-envision the use of Tri-County Metropolitan Transportation District of Oregon’s (TriMet) oldest MAX light-rail vehicles, which will begin to be retired in a few years. 

Contestants of the competition were encouraged to find new uses for legacy trains that could help address homelessness, climate change, racial inequality or other social, environmental or public health crises, including the COVID-19 pandemic, TriMet officials said in a press release.

MTA ends overnight for-hire vehicle program

The Metropolitan Transportation Authority (MTA) on Aug. 30 will end the overnight for-hire vehicle program it put in place in May to offer alternative service during overnight subway closures that are necessary to facilitate enhanced cleaning during the COVID-19 pandemic. 

The program served about 1,500 riders per night who faced excessively lengthy trips as a result of the subway closures, MTA officials said in a press release.

Chicago rail agencies call for federal funding to support transit

The Regional Transportation Authority (RTA), Chicago Transit Authority (CTA), Metra and bus service Pace issued a joint statement calling on Congress to provide $32 billion for transit nationwide in a new COVID-19 relief package, as recommended by the American Public Transportation Association.

The joint statement was signed by Metra Chief Executive Office and Executive Director Jim Derwinski, CTA President Dorval Carter, RTA Executive Director Leanne Redden and Pace Executive Director Rocky Donahue.

AAR, ASLRRA seek exemption from certain hours-of-service regs

The Association of American Railroads (AAR) and the American Short Line and Regional Railroad Association (ASLRRA) last week filed an application with the Federal Motor Carrier Safety Administration (FMCSA) to seek an exemption from certain hours-of-service provisions.Filed on behalf of member railroads, the associations are requesting exemptions from the following provisions:• driving a property-carrying commercial motor vehicle without first taking 10 consecutive hours off duty;• driving after the 14th hour after coming on duty;• driving more than 11 hours during the 14-hour period after coming on duty;• driving if more than eight hours have passed since the end of the last off-duty or sleeper-berth period of at least 30 minutes; and• driving after accumulating 60 hours of on-duty time in seven consecutive days (60-hour rule) or 70 hours of of on-duty time in eight consecutive days (70-hour) rule.The exemption would enable railroad employees subject to the hours-of-service rules to respond to unplanned events that occur outside of, or extend beyond, the employees' normal work hours, the FMCSA reported in the Federal Register.The FMCSA is requesting public comments on the application by Sept. 21.

The Federal Aviation Administration (FAA) last week issued a draft environmental impact statement (DEIS) for the Port Authority of New York and New Jersey's (PANYNJ) proposed LaGuardia Airport (LGA) Access Improvement Project and the AirTrain LGA project.

The FAA is accepting public comments on the DEIS through Oct. 5, FAA officials said in a press release.

OmniTRAX Inc. is expanding its Rail-Ready Sites to the Savannah Gateway Industrial Hub in coordination with the Effingham County Industrial Development Authority in Georgia.OmniTRAX will work with the authority and brokerage firm Colliers International to market and develop more than a dozen sites in Savannah Gateway, ranging from 60 to more than 200 acres, OmniTRAX officials said in a press release.OmniTRAX's Rail-Ready Sites program aims to connect rail-served properties with shippers seeking to maximize supply-chain performance.Located near the Port of Savannah and CSX and Norfolk Southern Railway lines, the sites are ideal locations for plastics, aerospace, automotive, advanced industrial manufacturing, and logistics and distribution center operations, company officials said."With great domestic and logistics capabilities, the Savannah market is increasingly appealing to a wide variety of companies," said OmniTRAX Economic Development Director Justin Strickland.The Savannah Gateway Industrial Hub is a 2,700-acre master plan that's certified as a Georgia Ready for Accelerated Development. Labor, passenger group asks STB to issue injunction in Metra-UP dispute

A coalition of labor and passenger-rail groups has written to the Surface Transportation Board (STB) in support of Metra's request for an injunction to require Union Pacific Railroad to continue operating commuter-rail service on three Chicago-area rail lines.

Filed Aug. 18, the coalition's statement notes that the STB determined earlier this month it would not rule on Metra's injunction request, at least until a U.S. District Court rules in a legal case between the two railroads. Metra granted UP's request to hold the injunction proceeding in abeyance.

Ontario government releases RFP to advance Eglinton extension tunneling

The province of Ontario has invited selected teams from a request for qualifications process to respond to a request for proposals that will detail how they plan to design and deliver the tunneling work for the Eglinton Crosstown West Extension. Selected teams include:East End Connectors, led by Dragados Canada Inc., Aecon Infrastructure Management Inc. and Ghella Canada Ltd.; Fast Eglinton Group, led by FCC Construccion SA, Astaldi Canada Enterprises Inc. and Salini-Impregilo SpA; and  North American Tunnel Partners, led by EllisDon Capital Inc. and Barnard LP. 

Infrastructure Ontario and Metrolinx expect to award the tunneling contract in mid-2021.The CA$4.7 billion project is designed to extend Metrolinx's Eglinton Crosstown light-rail line 5.7 miles to the west, mostly underground. The extension will create connections between Union Pearson Express trains and the Kitchener GO Transit line.

The Federal Transit Administration (FTA) yesterday announced it has launched an online peer-to-peer discussion forum for transit agencies to exchange information and practices during recovery from the COVID-19 pandemic.

The FTA COVID-19 Recovery Discussion Forum provides an opportunity for transit agency officials to ask questions and request and share resources with the transit community during and after the FTA's COVID-19 Recovery Listening Sessions, administration officials said in a press release.
