Metrolinx’s Toronto Tunnel Partners last week completed excavation on one of two rail tunnels under Highways 401 and 409 as part of a project to expand the Kitchener GO Transit line in the Toronto and Hamilton area.

The project includes construction of two rail tunnels under 21 lanes of Highways 401 and 409 to accommodate two additional rail tracks, future signaling and communications infrastructure to help increase capacity on the Kitchener corridor and support more frequent rail service on the line.

BART, MARTA to improve air filtration systems

This month, Bay Area Rapid Transit (BART) officials are testing two new pilot projects to improve train air filtration to help stop the spread of the coronavirus.

BART is testing a higher-grade, denser air filter panel that will trap smaller particles on trains, and an ultraviolet (UV-C) light source inside the train's HVAC unit.

Pennsylvania 12-year plan includes $228 million for freight-rail projects

Pennsylvania's State Transportation Commission (STC) has updated the state's 12-year plan to make $64.8 billion available for improvements to railroads, transit systems, roads, bridges and airports, the Pennsylvania Department of Transportation (PennDOT) announced yesterday.The newly adopted program, which takes effect Oct. 1, anticipates the following funding availability in the first four years from federal, state and local sources:
• $11.4 billion for state highways and bridges;
• $9.4 billion for public transit;
• $321 million for multimodal projects;
• $228 million for freight rail; and
• $138 million for aviation.The program is a multimodal tool to identify and prioritize Pennsylvania's transportation projects and the funds needed to complete them. State law requires the STC to update the program every two years."Investments in transportation are critical for keeping our communities connected to the global economy," said PennDOT Secretary Yassmin Gramian.Public input in the 12-year planning process played a key role in identifying investments in the various transportation modes, PennDOT officials said.

KCS joins global effort to reduce plastics pollution

Kansas City Southern became the second Class I in recent days to announce it has formally joined the global network of Operation Clean Sweep (OCS), the Plastic Industry Association's and American Chemistry Council's Plastics Division's campaign to eliminate plastics pollution.The campaign is aimed at reducing pellet, flake and powder loss for greater product stewardship and environmental protection. The pledge reaches all aspects of the plastics industry and is being adopted internationally through the Global Declaration of Solutions to Marine Litter, KCS officials said in a press release."As a transportation provider, this is an important initiative and a direct way that KCS can work toward eliminating plastic waste in the environment," said KCS Executive Vice President and Chief Marketing Officer Mike Naatz. Initiatives underway in the United States and Mexico include development of a transload environmental compliance evaluation program for facilities on KCS property; incorporation of OCS best management practices into the company's stormwater pollution prevention training; and referencing the OCS program manual in future plastics transload agreements, KCS officials said.Earlier this week, Norfolk Southern Railway announced it had signed the OCS pledge.

NYCT expands contactless fare payment system

MTA New York City Transit (NYCT) yesterday announced that 310 subway stations, or roughly two-thirds of the system’s stations, are now equipped with the agency’s One Metro New York (OMNY) contactless fare payment system. 

OMNY fare validators allow riders to pay their fare using contactless bank cards, smart phones and wearable devices. OMNY will ultimately replace the MetroCard fare card in 2023, NYCT officials said in a press release.

Sound Transit to increase rail service in September

Sound Transit in September will add service to its Link light-rail and Sounder commuter-rail systems in response to an uptick in ridership during the COVID-19 pandemic, the Seattle agency announced earlier this week. 

Beginning Sept. 19, light-rail trains will run every eight minutes during peak hours on weekdays. Trains will run every 15 minutes on weekends and off peak on weekdays, and every 30 minutes on evenings. In May, the Link ran trains every 20 minutes during the day.

South Carolina Ports Authority (SCPA) officials yesterday announced signs of "moderate recovery" are showing up at the start of fiscal-year 2021 amid the ongoing COVID-19 pandemic.

In July, SCPA handled 176,974 20-foot equivalent units (TEUs) of cargo at the Wando Welch and North Charleston container terminals, and and moved 99,431 pier containers, which measures boxes of any size. Pier containers are up 12 percent from June, showing a positive trend for the first month of FY2021, SCPA officials said in a press release. Volumes remain down year over year.

PANYNJ cites pandemic for lower cargo levels in June

The Port Authority of New York and New Jersey (PANYNJ) logged 511,306 20-foot equivalent units (TEUs) of cargo during June, a 16.3 percent decrease compared with June 2019's TEUs, port officials announced yesterday.PANYNJ officials attributed the decrease to the impact of the global COVID-19 pandemic.Rail volume fell 6 percent to 49,866 containers last month compared with June 2019. However, from January through June, rail volume remained 1.4 percent greater than during the same period a year ago, port officials said in a press release.Autos moved through the port totaled 30,377 last month, down 44.2 percent from June 2019's level.June imports totaled 266,836 TEUs, down 12 percent, while exports totaled 244,470 TEUs, down 20.6 percent. From January through June, PANYNJ logged 1,646,667 TEUs, down 8.5 percent compared with the same period in 2019.

The mobile navigation application Waze yesterday launched a new feature that will provide alerts to users approaching a railroad crossing in order to highlight potential risks and encourage drivers to approach crossings with caution.

The decision to add the feature to Waze follows recommendations from the U.S. lawmakers and the National Highway Traffic Safety Administration to contribute to efforts to reduce the number of drivers involved in grade crossing fatalities, Waze officials said in a press release.

U.S. railroads' intermodal traffic edged up in Week 32

Although total freight-rail traffic declined 6.7 percent to 497,397 carloads and intermodal units during the week ending Aug. 8, Association of American Railroads (AAR) data indicate a slight uptick in U.S. railroads' intermodal volume compared with the same week in 2019.

U.S. railroads logged 277,054 containers and trailers for the week, up 1.9 percent compared with year-ago levels. Carloads totaled 220,343, down 15.6 percent, AAR officials said in a press release.

FRA: PTC operating on nearly all route miles as of Q2

As of June 30, positive train control (PTC) systems are governing operations on nearly 99 percent of all 57,537-PTC mandated rail route miles, the Federal Railroad Administration (FRA) announced yesterday.

The news is based on the railroads' quarterly reports on their progress toward implementing PTC systems on their railroads as required by federal law. As of the end of the second quarter, nearly all railroads subject to the federal mandate are operating their systems in revenue service or in advanced field testing, also known as revenue service demonstration (RSD), FRA officials said in a press release.

Hitachi Rail SpA and Bombardier Transportation have signed a $943 million contract with Trenitalia to supply 23 Frecciarossa 1000 high-speed trains for the new Intermodalidad de Levante (ILSA) rail operation in Spain. ILSA is a joint venture between Trenitalia and Operador Ferroviario de Levante SL. The trains will be designed and built by Hitachi Rail and Bombardier in Italy. The train control and propulsion technologies will be derived from Bombardier’s V300ZEFIRO platform. Each train will have capacity for around 460 passengers and will be capable of commercial speeds of up to 223 mph, Hitachi Rail officials said in a press release.

Direct ChassisLink Inc. (DCLI) named Mike O’Malley senior vice president of government and public relations. In this newly created role, O’Malley will be DCLI’s primary point of contact with regulators, legislators, trade groups and the media. O’Malley previously served as president of the Railway Supply Institute; VP of state government and community affairs, and VP of procurement and supply chain management at CSX; and chief of staff with the Federal Aviation Administration. “Mike’s extensive knowledge and expertise in public policy, government affairs, and international trade will make him an extremely valuable asset to our organization,” said DCLI President Lee Newitt in a press release.

The Brotherhood of Locomotive Engineers and Trainmen (BLET) last week reached a tentative agreement with Pacific Harbor Line Inc. (PHL).The tentative agreement governs rates of pay, benefits and work rules for more than 150 members. Included in the tentative agreement are wage increases, a signing bonus and no increases in employee and welfare contributions for the life of the contract, BLET officials said in a press release.Ballots are due Sept. 3. To ensure members are able to participate in the ratification process during the COVID-19 pandemic, the BLET National Division has agreed to use secure electronic and telephonic balloting conducted by TrueBallot Inc., union officials said.PHL provides rail transportation, maintenance and dispatching services to the Ports of Long Beach and Los Angeles. PHL connects with BNSF Railway Co. and Union Pacific Railroad.

Capital Metropolitan Transportation Authority (Cap Metro) and Austin, Texas, officials last week formed the Austin Transit Partnership (ATP), which will be responsible for implementation of Project Connect, a plan to expand rail and bus systems in Austin.

The ATP will work with the city, Cap Metro board and the Austin community to design and construct the $7.1 billion initial investment in Project Connect and transit-supportive infrastructure, Cap Metro officials said in a press release.
