U.S. Rep. Dan Lipinski (D-Ill.), who chairs the House Subcommittee on Railroads, Pipelines and Hazardous Materials, lost a primary race last night to his progressive challenger, Marie Newman.

Newman, a business consultant and founder of an anti-bullying program, beat Lipinski by two percentage points, with 493 of 500 precincts reporting early today, The New York Times reported.

MTA Metro-North Railroad has been operating its Harlem and Hudson Lines in positive train control (PTC) since March 14, Metro-North officials announced yesterday. 

The coverage includes all trains along the Hudson Line’s 74 miles from Grand Central Terminal to Poughkeepsie and the Harlem Line’s 82 miles from Grand Central to Wassaic in New York,  including Amtrak and CSX trains.

The Federal Railroad Administration announced a grant award of $10.7 million from the Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program to fund Metrolink passenger-rail improvements in the Burbank-Anaheim rail corridor in Southern California. 

The grant will partially fund the improvement of tracks and signal controls between Metrolink’s Burbank Airport-South and Glendale stations on the Ventura County and Antelope Valley lines in Los Angeles County.

APTA: Transit agencies, railroads need $12.9 billion in federal help to offset coronavirus costs

As Congress works on coronavirus response legislation, the American Public Transportation Association (APTA) is requesting $12.9 billion for public transit agencies and passenger railroads to offset their direct costs and revenue losses related to the outbreak.

"Public transportation organizations are taking extraordinary efforts to protect the health and safety of riders and employees while working tirelessly to maintain essential services. We want to ensure that the federal government includes aid to public transportation agencies to help offset the additional costs and lost revenue related to COVID-19," APTA officials said yesterday in a legislative alert to member agencies.

Transdev North America promoted Dick Alexander to chief executive officer of Transdev’s United States operations. Alexander will succeed Yann Leriche, who is returning to France and leaving the organization in June. Alexander previously led the company’s business development team. In recent years, he oversaw Transdev’s autonomous vehicle implementations in North America, developed early pilots of microtransit services and piloted the integration of transportation network companies in paratransit contracts. Alexander is a member of the company’s North American Executive Committee.

Teleste Corp. will provide on-board passenger information and surveillance solutions for Alstom’s high-speed trains, which will be delivered to SNCF Mobilites in France. Teleste will provide passenger information management functions and a new passenger information control interface, as well as on-board video surveillance, audio and video recording, public address and LED displays.

DART OKs GoPass app for Oklahoma transit agency

Dallas Area Rapid Transit (DART) announced today it will extend operations of its GoPass® mobile app to the Metropolitan Tulsa Transit Authority (MTTA).MTTA can expect to launch the app — which provides bus riders with real-time travel information, mobile ticketing and on-demand services — this summer, DART officials said in a press release.DART's board at its March meeting approved an inter-local agreement with MTTA. The approval comes one month after MTTA agreed to fund the development of new GoPass features, including website and point of sale additions to an amount not to exceed $245,000, DART officials said.The agreement extends for 48 months, but may be renewed.

Amtrak is offering limited onboard bicycle storage on three routes between Michigan and Chicago to accommodate requests, Great Lakes Echo reported yesterday. 

“We are receiving lots of requests from the cycling community, both the consumers and the advocacy community, and we’ve been wanting to be able to accommodate that,” Derrick James, Amtrak’s senior manager of state government affairs, told the news outlet.

Washington state panel OKs grant for BNSF crossing improvements

The Washington State Utilities and Transportation Commission has approved $11,752 in grant funding for upgrades to a BNSF Railway Co. crossing in Thurston County. The grant was issued at the request of the Thurston County Public Works Department through the state's Grade Crossing Protective Fund. BNSF, which owns the track, agreed to the request, commission officials said in a press release.The funds will pay for upgrades to the warning signs approaching the crossing, which has a reduced clearance for highway vehicles of 12 feet, 6 inches. In 2019, it was the site of six vehicle strikes and 26 instances of vehicles blocking traffic because they were unable to pass through.Up to 9,000 vehicles pass under the bridge each day. Currently, 44 freight trains and 20 passenger trains use the crossing daily.The upgrades must be completed by June 30, commission officials said.

Moody's: Transportation sector at risk in extended coronavirus outbreak

Lower container volumes could further weigh on the intermodal business of North American railroads, as the transportation sector faces increasing pressure due to the coronavirus outbreak, according to a new report by Moody's Investors Service.

Transportation companies, including freight railroads, would need to contend with lower demand as supply chains are disrupted and economic activity slows, according to the report, which was issued last week.

FTA awards grants to bolster transit access through technology

The Federal Transit Administration (FTA) yesterday announced it selected recipients of $20.3 million in grants through the Integrated Mobility Innovation (IMI) program.The program supports projects that use technology and other innovative ways to improve access to public transportation, increase public transportation efficiency and enhance rider experience, FTA officials said in a press release.For example, the grants will help communities make it easier for older adults and people with disabilities to use public transportation.Grant funding was allocated to two organizations that provide, or are affiliated with, passenger-rail service:
Tri-County Metropolitan District of Oregon (TriMet) received $1.8 million to develop a mobility payment system that integrates payment for multiple modes into a single transaction. The project will build on TriMet's multimodal trip planner to reduce travel stress with better real-time arrival predictions.
Virginia Department of Rail and Public Transportation will receive $160,930 to provide microtransit in rural communities in the state's Tidewater region.FTA issued a notice of funding opportunity for the IMI program in summer 2019. In response, FTA received 104 eligible project proposals totaling $107 million, administration officials said.

"Innovation is integral to the future of transit," said FTA Acting Administrator K. Jane Williams. "The IMI program is part of our increased emphasis on innovation that accelerates mobility to provide seamless travel for riders."

California passenger-rail agencies are continuing operations for essential travel after several California counties issued stay-at-home orders.

Under the order, residents in San Francisco, Marin, Santa Clara, San Mateo, Alameda and Contra Costa counties and the city of Berkeley have been ordered not to leave their homes for three weeks except to meet “essential needs.” Transportation agencies are categorized as an “essential business” under the order and will remain open, according to the order summary.

While completing final systems testing for the project last weekend, Sound Transit crews discovered insufficient electrical resistance readings over a segment of newly installed track, Sound Transit officials said in a press release.

BART logs drop in crime rate

The Bay Area Rapid Transit (BART) Police Department recorded a 7 percent drop in overall crime for the first two months of 2020 compared with the first two months of 2019. 

BART officials said the decline in the overall crime rate was partly due to a decrease in reported thefts of cellphones. There were 43 snatch-and-run cellphone thefts systemwide in February, marking the lowest monthly total for snatch-and-run electronic item thefts since May 2018, they said in a press release.

TriMet unveils proposed FY2021 budget

The Tri-County Metropolitan Transportation District of Oregon (TriMet) last week released its proposed budget for fiscal-year 2021, which allocates $607.3 million for operations and $397 million for capital improvements. 

The budget includes $25.8 million for continued design work and initial manufacturing on the next generation of MAX light-rail vehicles, TriMet officials said in a press release. The agency's 2021 fiscal year runs from July 1 through June 30, 2021.

Lipinski proposes bills to reduce train noise, blocked crossings

U.S. Rep. Dan Lipinski — who chairs the House Subcommittee on Railroads, Pipelines and Hazardous Materials — has introduced four bills aimed at reducing blocked grade crossings, increasing the number of quiet zones around railroad tracks and transferring Chicago Union Station's operational control from Amtrak to Metra.The bills would "mitigate the impact of trains on communities," said Lipinski (D-Ill.) in a press release. The congressman intends to include the bills as part of the five-year surface transportation reauthorization bill that is expected to be introduced in the House next month.Lipinski proposed the following legislation:
• The "Don't Block Our Communities Act" (H.R. 6223) would reduce blocked grade crossings. The law would establish a 10-minute limit on trains blocking crossings from other vehicle traffic.
• The "Building Much Needed Rail Grade Separations Act" (H.R. 6224) would increase the number of grade crossing separations. A $1 billion competitive grade separation program would be established at the U.S. Department of Transportation.
• The "Every Person Deserves Peach and Quiet Act" (H.R. 6225) would increase the number of zones around railroad tracks where trains could not sound their horns. Projects to establish quiet zones would be added to the Consolidated Rail Infrastructure and Safety Improvement (CRISI) grant program.
 • The "Improving the Metra Commuter Experience Act" (H.R. 6226) would transfer certain aspects of Chicago Union Station's operations to Metra, which makes up nearly 90 percent of passenger traffic at the station.

Specifically, his responsibilities will cover the growth of industrial development projects, as well as mergers and acquisition activities. He also will leverage strategic organizational capabilities by aligning and refocusing the commercial group, Patriot Rail officials said in a press release.Tonsager comes to Patriot Rail from CN, where most recently he was responsible for U.S. business development and short-line engagement. Prior to that, he ran CN Worldwide North America, marketing and sales for CN's 31 warehouse and distribution facilities, Aquatrain and the Class I's machinery and dimensional business. FTA increases funding flexibility to help transit agencies respond to coronavirus

The Federal Transit Administration (FTA) last week announced expanded eligibility of federal assistance available under the FTA’s Emergency Relief Program to help transit agencies respond to the coronavirus.

The announcement allows transit providers in states where the governor has declared an emergency related to COVID-19 to use federal formula funds for emergency-related operating and capital expenses, FTA officials said in a press release. The declaration also raises the cap on the federal government’s share of those expenses to 80 percent from 50 percent.
