CRISI grant awarded to rail project near Albuquerque airport

The Federal Railroad Administration (FRA) has awarded a $4.6 million grant to Bernalillo County, New Mexico, for rail infrastructure and safety improvements, federal lawmakers representing New Mexico announced yesterday.The grant, issued under the FRA's Consolidated Rail Infrastructure and Safety Improvements (CRISI) program, will fund the partial rehabilitation of the Kirtland Rail Spur and construction of a half-mile rail siding for Albuquerque's rail system.The project and rail improvements are part of a larger plan to establish the Sunport Economic Development District near the Albuquerque International Sunport. The goal of the district is to increase the economic competitiveness of New Mexico's export industries via the development of rail, air freight and truck facilities next to the airport.The project obtained a 50 percent private funding match, according to a press release issued by New Mexico's congressional delegation, which wrote to the FRA and U.S. Department of Transportation last year in support of the county's grant application.“This grant is part of a larger effort to grow the New Mexican economy through increased exports to solidify our position as a vital contributor to southwestern and national trade,” said U.S. Sen. Tom Udall (D-N.M.).

VIA Rail Canada will restore most of its trains to normal schedules by March 7, following protest blockades that prompted system-wide service cancellations for several weeks.

Between Feb. 13 and March 4, 1,071 VIA Rail trains were canceled due to blockades on CN’s lines, VIA Rail officials said in a press release.

Metra's 'reverse-commute' rail service attracts new riders

A two-year "reverse-commute" pilot project between Metra and a group of suburban Chicago businesses and governments has exceeded its ridership goal for its first year, Metra officials announced yesterday.

In fourth-quarter 2019, the MetraMore reverse-commute service between Chicago and Lake County, Illinois, logged an average increase of 550 trips per day, Metra officials said in a press release.

NJ Transit’s internal task force will closely monitor news of the disease and coordinate efforts with the state’s coronavirus task force, which was created by New Jersey Gov. Phil Murphy earlier this week, agency officials said in a press release.

NS promotes three to VP roles, names chief sustainability officer

Norfolk Southern Corp. yesterday announced promotions of three leaders to vice president and the appointment of a chief sustainability officer.

NS appointed Greg Comstock, former general manager of the railroad’s network operations center and general manager of the southern region, to VP of network operations; Lorri Kleine, former senior general counsel of workforce, properties and insurance risk management, to VP of law; and Patrick Whitehead, former assistant VP of mechanical and general manager of the northern region, to VP of transportation.

AAR: Coronavirus impact on February rail traffic 'limited'

Despite uncertainty over the potential economic effects of the COVID-19 outbreak, the impact on rail traffic so far has been limited, the Association of American Railroads (AAR) announced yesterday.

Last month's 8.1 percent decline in U.S. freight rail traffic compared with February 2019 levels was primarily due to a reduction in coal carloads, said AAR Senior Vice President John Gray in a press release.

AECOM named Tom Prendergast head of transit within the firm’s design and consulting business in the Americas. Previously, Prendergast served as chairman and chief executive officer of the Metropolitan Transportation Authority in New York City. AECOM also announced it has named Denise Berger to serve as chief operating officer of the Northeast region. Berger spent 32 years with the Port Authority of New York and New Jersey, most recently serving as chief of operations for authority’s engineering department, AECOM officials said in a press release.

The Massachusetts Bay Transportation Authority’s (MBTA) operations and maintenance department deployed a data analytics and decision support platform developed by RailcarRx to help improve asset lifecycle management processes. MBTA officials told RailCarRX that the platform has reduced the processing time for critical data and helped their decision-making on locomotive component lifecycles, RailcarRX officials said in a press release.

BLET, PATH reach tentative agreement

The Brotherhood of Locomotive Engineers and Trainmen (BLET) has reached a tentative labor agreement with the Port Authority Trans-Hudson (PATH). The agreement governs rates of pay, benefits and work rules for 175 members who help transport more than 82 million rail passengers to and from the New Jersey and New York areas each year, union officials announced yesterday. Ratification ballots have been mailed to active BLET members employed by PATH, and are due March 13.

The Federal Transit Administration (FTA) yesterday issued a notice of funding opportunity to solicit proposals for $8.5 million in grant funding for transit projects aimed at helping lift communities out of poverty and support recovery from substance abuse.

Titled "Helping Obtain Prosperity for Everyone" (HOPE), the grant program supports planning, engineering and technical studies or financial planning to improve transit service in areas experiencing long-term economic distress, FTA officials said in a press release.

Seattle's future National Hockey League (NHL) team will offer free transit passes to fans traveling by light rail or bus to the team's venue starting in 2021.

NHL Seattle — the team doesn't yet have a name — will be the third sports franchise in the United States to offer free public transit to fans traveling to games, as a way to ease traffic congestion in the city, Fast Company reported last week.

The Sonoma-Marin Rail Transit District (SMART) in California recorded ridership growth in the first two months of 2020 compared with the same period last year.

SMART logged 71,974 riders in January, a 26 percent increase from January 2019's ridership, and 71,676 riders in February, up 40 percent, according to ridership data SMART released yesterday.

The Tulsa Port of Catoosa in Oklahoma received a $1.1 million grant from the the U.S. Commerce Department’s Economic Development Administration (EDA) to improve freight-rail infrastructure. 

The grant — matched with $1.1 million from local investments — will fund rail crossing repairs and interchange improvements at the port, U.S. Sen. Jim Inhofe (R-Okla.) said in a press release.

OneRail Coalition restructures, elects board

The OneRail Coalition yesterday announced it has restructured into a standalone 501(c)(6) nonprofit organization and will operate with its own board of directors. Previously, the OneRail Coalition operated as a nonprofit under the auspices of the Surface Transportation Policy Project.The change enables the coalition to operate more efficiently in its mission to educate policymakers and the public about the benefits of freight and passenger rail, OneRail Coalition officials said in a press release. Coalition officers are:Chairman, Chuck Baker, president of the American Short Line and Regional Railroad Association;  Secretary, Adrian Arnakis, senior vice president of government affairs at the Association of American Railroads; and Treasurer, David Arouca, assistant national legislative director of the Transportation Communications Union/IAM. The board members are Ken Altman, senior director of federal government affairs at Amtrak; Stacie Tiongson, senior director of government affairs at the American Public Transportation Association; and Nicole Brewin, VP of government and public affairs at the Railway Supply Institute. Anne Canby, director of the OneRail Coalition, serves as an ex-officio member.

MTA to extend OMNY fare system to 200 subway stations

The Metropolitan Transportation Authority (MTA) yesterday announced that by March 31 its One Metro New York (OMNY) contactless fare payment system will be installed at more than 200 MTA New York City Transit subway stations.

This month, MTA will begin installing OMNY readers on the 5 Line between Morris Park and Eastchester–Dyre Avenue stations.

WMATA seeks input on FY2021 budget

The Washington Metropolitan Area Transit Authority (WMATA) has extended until March 9 the public comment period on the agency’s proposed fiscal-year 2021 budget to gather feedback on several proposed changes, such as expanded service hours and fare and service adjustments.

WMATA’s board will consider the feedback prior to making key decisions about the budget, WMATA officials said in a press release.

CRISI grants awarded to Colorado for crossing safety project, passenger-rail study

U.S. lawmakers representing Colorado announced a $4 million federal grant to the city of Longmont for a grade crossing safety project, and a $225,000 grant awarded for a passenger-rail study.Both grants were awarded as part of the U.S. Department of Transportation's (USDOT) Consolidated Rail Infrastructure an Safety Improvements Program (CRISI).Longmont will receive the $4 million in funding to create quiet zones and improve safety in the city. The total project cost is $8 million, with the city providing matching funds, according to a press release issued by U.S. Sen. Michael Bennet's (D-Colo.) office.Rail traffic through Longmont has doubled over the past 10 years. Due to a rule that requires trains to sound their horn at all crossings that don’t satisfy federal safety requirements — of which Longmont has 17 — train horns have sounded more frequently and more intensely in the area. The funding will pay for the installation of safety equipment to keep trains from sounding their horns, creating quiet zones in the city."The noise from train horns has created a substantial burden on the local community and quality of life for Longmont residents for years, and this funding will go a long way toward providing much needed relief," Bennet said.The grant to Longmont was announced by Bennet, U.S. Sen. Cory Gardner (R-Colo.) and U.S. Rep. Ken Buck (R-Colo).Meanwhile, the $225,000 CRISI grant was awarded to the Colorado Department of Transportation (CDOT) in partnership with the Southwest Chief and Front Range Passenger Rail Commission. The federal dollars will be used to help fund the Southwest Chief Thru-Car Service to Colorado Springs Feasibility Study.The study will analyze the potential extension of passenger-rail service on the Amtrak Southwest Chief to Pueblo and Colorado Springs."This extension from service, from La Junta, Colorado, has the potential to provide critical transportation connectivity, along with social and economic benefits," Bennet and Gardner wrote to USDOT in a December 2019 letter in which they advocated for the federal grant to support the study. "This new service could also bolster ridership on Amtrak's Southwest Chief line, which provides important service to our rural communities."

The Connecticut Department of Transportation (CTDOT) received a $17.4 million grant from the Federal Railroad Administration (FRA) for construction of a new rail station on the Hartford Line in Windsor Locks, Connecticut Gov. Ned Lamont announced last week. 

The $64.9 million station will be part of a transit-oriented development project adjacent to an apartment complex and a mixed-used redevelopment site.

APTA assists transit agencies with coronavirus prep plans

The American Public Transportation Association (APTA) on March 5 will host an educational webinar for transit agencies on the industry's response to the outbreak of COVID-19, known as the coronavirus. The webinar, which will be held at 3 p.m. Eastern Time, will provide an overview of the industry's response to the coronavirus as well as how agencies have dealt with the outbreak of other infectious disease, according to a notice on APTA's website.Transit agency executives, federal leaders and infectious disease specialists will discuss best practices for how to prepare a transit agency for a potential spread of the virus.In addition, APTA will review its standard on developing a contagious virus response plan, and discuss Transportation Research Board publications on disease planning and response.APTA also posted a fact sheet of resources for public transit agencies to use to minimize the risk of the virus being spread to employees, riders and the general public.APTA encourages agencies to:
• update their emergency preparedness plan to include pandemic preparedness and response plans. Review the plan and conduct employee training;
• update standard operating procedures for cleaning and disinfecting rail cars, buses, stations and facilities;
• educate employees about proper hand hygiene, cough etiquette and social distancing techniques;
• develop work practices and controls to provide additional protection to employees and customers, such as the proper selection, use and disposal of personal protective equipment;
• coordinate with local government agencies on their emergency preparedness plans; and
• provide information to customers and through media platforms on the steps being taken to minimize the risk to riders.
