Reading & Northern Railroad yesterday announced it has hired Eric Peters as vice president of transportation and safety. He will succeed Thomas Cook, who will retire later this year.

Peters joins the railroad from Norfolk Southern Railway, where he's worked for the past 14 years. He joined the Class I as a management trainee and rose through the ranks, ultimately reaching the position of superintendent at the Harrisburg Division earlier this year.

Amtrak, Metra kick off Homewood Station project

Amtrak and Metra yesterday broke ground on a $29 million project to make accessibility and multimodal improvements to a shared rail station in Homewood, Illinois.

The project is underway on the west side of tracks owned by Metra and CN. Amtrak has begun to replace the station stairway and install a ramp to allow Amtrak and Metra riders to access the tunnel under the tracks which leads to the train platforms.

Watco acquires property, files with STB to lease Chicago-area rail line

Watco Cos. LLC's newly formed subsidiary Elwood Joliet & Southern Railroad (EJSR) has acquired a former Railway & Industrial Services Inc. (RIS) property near Joliet, Illinois.Watco plans to repurpose the former mechanical repair shop into a storage and transit (SIT) yard, and provide switching services to the new facility and adjacent customers, company officials said yesterday in a press release.Watco plans to make infrastructure upgrades to the 39-acre property, which will primarily serve customers needing storage of plastic, chemical and other bulk inventory and access to the Chicago rail network, Watco officials said.Last week, Watco filed a petition with the Surface Transportation Board to lease an adjoining rail line that serves RIS and other customers from CN's Wisconsin Central Ltd. Now the Phoenix Line, it will be known as the EJSR Line. The EJSR will serve current customers along the line, as well as new customers who will use the rail yard, Watco officials said."Watco is excited to provide a new service solution that will benefit both industries and consumers in the Midwest," said Watco Executive Vice President and Chief Commercial Officer Stefan Loeb. "Construction will soon start on the SIT yard, and we look forward to providing important storage capacity to the market. Watco is also very excited to earn the right to serve and create mutual value with the important customers and Wisconsin Central Ltd. (CN) on the rail line."

House Democrats unveil bill to provide $32 billion in emergency transit funding

Democratic leaders in the U.S. House of Representatives yesterday unveiled a new $2.2 trillion COVID-19 relief bill that includes $32 billion in emergency funding for Amtrak and transit agencies. The House will consider the proposed bill later this week.The Heroes Act would provide emergency transit funding to ensure that transit agencies receive sufficient funding, that when combined with CARES Act apportionments, will equal 100 percent of agencies’ operating expenses. The funds would be directed to payroll and public transit operations, American Public Transportation Association (APTA) officials said in a press release.The bill includes $2.4 billion for Amtrak grants for pandemic-related expenses, including $1.4 billion for the Northeast Corridor and $1 billion for the national network. The bill sets aside $219 million of the funds to be available to Amtrak in lieu of commuter-rail route payments, APTA officials said.The bill also would include $2.5 billion for Capital Investment Grants to assist transit project sponsors with non-federal financial commitments and $10 billion for emergency relief grants for public transit agencies that require additional assistance to maintain operations.The bill provides $100 million for multi-state entities, such as the Port Authority of New York and New Jersey, that transport passengers or cargo and are facing revenue losses due to the pandemic.APTA has endorsed the bill.

FRA identifies South Dakota, Alaska rail projects to receive grant funds

The Federal Railroad Administration has selected five projects in South Dakota and Alaska to receive more than $6.9 million in Special Transportation Circumstances (STC) Grants for state-specific rail capital projects.

More than $5.6 million in grant funds will be used to upgrade rail infrastructure and enhance rail safety in communities across South Dakota, and another $1.2 million in grant funds will go toward projects in Alaska, FRA and U.S. Department of Transportation officials said in press releases.

STM seeks public input on rail maintenance shop

The Societe de transport de Montreal (STM) next month will host virtual information sessions to gather input on the agency’s plan to build a new underground workshop to store rail vehicles, receive and transport construction materials and remove construction debris from work sites.

The workshop — dubbed the Northwest Attachment Centre — will provide a new gateway to the metro, ultimately increasing the production capacity of night-time worksites and increasing the flexibility of logistical planning, STM officials said in a press release.

VIA Rail extends long-distance service suspension

VIA Rail Canada Inc. today announced it will extend the suspension of its long-distance service routes, the Canadian and the Ocean, due to a rise of COVID-19 cases in some regions of Canada and to follow recommendations from public health authorities. 

Suspension of the sleeper class on the Winnipeg-Churchill route also will be extended until further notice. The routes were originally scheduled to resume Nov. 1.

Operation Lifesaver Canada (OL) last week announced CN Police Constable Andre LeBreux is the winner of the 2019 Roger Cyr Award for Public Safety.

The Cyr award is presented annually during Rail Safety Week, which wrapped up yesterday. Named after the founder of OL Canada, the award recognizes a "rail safety ambassador" who goes above and beyond the call to promote rail safety, OL officials said in a press release.

NYCT to return R179 rail cars to service following safety review

MTA New York City Transit (NYCT) officials last week announced that the 318-car fleet of R179 rail cars will return to service after a review of the fleet’s quality issues that prompted the agency to pull the cars from service earlier this year.

A panel of outside experts reviewed primary side collision welding anomalies, door operations and drawbar draft gear assembly issues and incidents the cars have had since delivery began in 2016. The panel ultimately determined that all known production quality issues with the cars provided by Bombardier Transportation had been adequately addressed by NYCT, agency officials said in a press release.

A loose, improperly fastened rail joint was the probable cause of a 2017 rail-car derailment that resulted in the death of a railroad employee, the National Transportation Safety Board (NTSB) determined earlier this month.

The accident occurred Sept. 22, 2017, when a Union Pacific Railroad train derailed during a coupling operation in UP's Great Southwestern Yard in Arlington, Texas.

Pandemic prompts CP to cancel Holiday Train tour

Canadian Pacific will not operate its annual Holiday Train tour this year due to the impact of the COVID-19 pandemic, the Class I announced last week.

Although train visits will not be part of this year's charitable program, CP will donate to food banks in communities along its rail network and host a virtual concert. The modified program will draw attention to food security issues, while ensuring donations go to all food banks that would ordinarily receive them, including those that typically host a Holiday Train event in alternating years, CP officials said in a press release.

FTA announces TOD funding

The Federal Transit Administration (FTA) last week announced the availability of $6.2 million in funding to support comprehensive planning that improves access to public transit.The competitive grant funds are provided through FTA’s Transit-Oriented Development (TOD) Planning pilot program, which funds planning to encourage ridership, transit access, and economic and mixed-use development near public transportation projects. Examples of eligible projects include planning studies around station areas for new light-rail, heavy-rail and commuter-rail projects.In order to apply for program funding, an applicant must be an FTA grantee — either a project sponsor of an eligible transit project or an entity with land use planning authority in the project corridor, FTA officials said in a press release.The application period will close on Oct. 26.FTA’s TOD Pilot Program was established under the Moving Ahead for Progress in the 21st Century Act and amended by the Fixing America’s Surface Transportation Act. The program is authorized through fiscal-year 2020.

Trump tweets support for Alaska to Alberta Railway project

President Donald Trump on Sept. 25 said in a tweet that he expects to issue a permit for a 1,600-mile rail line that would connect Alaska to Canada and the lower 48 states.Trump tweeted that, based on the "strong recommendation" of U.S. Sen. Dan Sullivan (R-Alaska) and U.S. Rep. Don Young (R-Alaska), he will issue a presidential permit for the Alaska to Alberta Railway.A2A Railway was established to build, own and operate a railway connecting Alaska Railroad Corp. (ARRC) and Alaska's tidewater to northern Alberta, Canada. In June, ARRC and A2A Railway Development Corp. signed a master agreement of cooperation calling for the construction of a rail connection between ARRC's system and Canadian railroads that would link to the lower 48 U.S. states.The new rail line would cut down on the time it takes to get products between Asia and North America, said A2A's Alaska Vice Chair Mead Treadwell, according to a report in the Anchorage Daily News.Treadwell said Trump's announcement was a "wonderful surprise," adding that the permit would boost investor confidence in the project, the news outlet reported.The proposed route would carry commodities such as bitumen, grain, fertilizer, pipe, containers and sulfur, as well as passengers, Treadwell said.Alaska Gov. Mike Dunleavy said in a statement that the presidential permit represented a "major milestone," and that south-central Alaska could become an "additional port of the Pacific and world for provinces such as Alberta and Midwestern states," according to the news report.

The Los Angeles County Metropolitan Transportation Authority's (LA Metro) board yesterday approved the agency’s updated 2020 Long Range Transportation Plan, a $400 billion, 30-year transportation blueprint for Los Angeles County.

The plan outlines how LA Metro will fund, plan, build, manage and maintain the region’s transportation system, and how LA Metro partners should deliver projects and programs, agency officials said in a press release.

NS unveils 2020 sustainability report

Norfolk Southern Railway outlined its 2019 efforts to reduce greenhouse gas emissions and take other sustainability measures in its 2020 Corporate Responsibility Report, released yesterday.Among initiatives detailed in the report, the Class I noted that customers who ship with NS helped avoid almost 15 million metric tons of carbon emissions last year by choosing rail for their transportation needs instead of highway shipping. That equates to saving about 1.5 billion gallons of diesel fuel, NS officials said in a press release."It's a substantial reduction," said Josh Raglin, NS chief sustainability officer. "As companies continue to set climate goals around lowering their emissions, rail can be part of that solution."Among initiatives detailed in the report, NS:
• invested $2 billion in its rail network to promote safe and efficient operations, modernize technology and support economic growth activities;
• tapped into Waze, a mobile navigation app, to provide alerts to motorists approaching grade crossings;
• transformed a stretch of eroded shoreline on the Elizabeth River at the railroad's Lamberts Point terminal into a green oasis for oysters and wildlife; and
• joined the Operation Clean Sweep Pledge aimed at eliminating plastic pollution with a goal of zero loss of plastic resin into the environment.NS also has posted its 2020 filing with CDP, formerly the Carbon Disclosure Project.

Anacostia Rail Holdings has announced that Anthony "Tony" Kazakevicius has been named director of sales and marketing at the Chicago South Shore & South Bend Railroad (CSS). 

Kazakevicius joined the railroad from the Indiana Harbor Belt Railroad Co., where he had been assistant director of business development since 2013. Previously, he served as senior manager of marketing at Indiana Rail Road from 2006 to 2013, manager of marketing and sales at RailAmerica from 2002 to 2006, and manager of pricing at Iowa Interstate Railroad Ltd. from 1997 to 2001.

Valley Metro earlier this week began construction on the Northwest Extension Phase II project to extend light-rail service 1.6 miles from 19th and Dunlap avenues to the former Metrocenter Mall area in Phoenix.

The extension will include Valley Metro’s first elevated light-rail station, a new transit center for light-rail and bus service, a third station and a rail-only bridge over Interstate 17.

BTS: More rail tank cars meet new safety standards

Nearly half, or 48 percent, of rail tank cars that carried Class 3 flammable liquids in 2019 met the new safety requirements, up from 33 percent in 2018, according to a report released yesterday by the U.S. Bureau of Transportation Statistics (BTS).

The Fleet Composition of Rail Tank Cars Carrying Flammable Liquids 2020 Report outlines industry-wide progress in manufacturing and modifying rail tanks cars that transport flammable liquids. It tracks the transformation of the fleet carrying Class 3 flammable liquids to be a fleet of DOT-117s, which meet new safety requirements.
