CP donates to pandemic assistance charities

Canadian Pacific is donating CA$600,000 to two Canadian charities and $400,000 to two U.S. charities working to assist people affected by the COVID-19 pandemic.In Canada, CP will donate CA$350,000 to The Frontline Fund and CA$250,000 to Food Banks Canada. In the United States, the Class I will donate $250,000 to Feeding America and up to $150,000 in matching funds to the American Red Cross, CP officials said today in a press release."By providing food to North Americans who are in need and critical supplies and support to frontline service providers, these charities are making a difference," said CP President and Chief Executive Officer Keith Creel. "We hope our donations will assist these organizations in reaching those who are most vulnerable and keeping more people safe."The announcement comes a day before Giving Tuesday's special #GivingTuesdayNow, a global day of giving and unity on May 5 in support of charities participating in the emergency response to the pandemic.

DCTA receives $23.4M in federal stimulus funding

The Denton County Transportation Authority (DCTA) today announced it has been awarded $23.4 million in stimulus funding through the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act.

The federal funds will help fill anticipated gaps created by decreased sales tax revenue in the Denton, Texas, transit agency's annual budget due to the COVID-19 pandemic, agency officials said in a press release.

The Terminal Railroad Association of St. Louis (TRRA) logged a “noticeable” drop in recent intermodal traffic due to falling imports from China because of the COVID-19 pandemic. 

TRRA also recorded a decrease in traffic volumes from auto plant shut downs in the area, TRRA officials said in a press release.

Southern Rail Commission wins grant for Gulf Coast passenger-rail line

The Southern Rail Commission (SRC) has received a $5.45 million grant toward its efforts to restore a passenger-rail line along the Gulf Coast, which has been without service since it was destroyed during Hurricane Katrina in 2005.

Awarded through the federal Restoration and Enhancement (R&E) Program, the grant will fund operating expenses for the first and second years of service along the restored line between New Orleans and Mobile, Alabama. The grant also leverages commitments from the states of Louisiana and Mississippi, as well as from the city of Mobile, according to a May 3 press release issued by U.S. Sens. Roger Wicker and Cindy Hyde-Smith, and U.S. Rep. Steven Palazzo. All are Republicans from Mississippi.

CTA announces grain crop-year index for CN, CP

The Canadian Transportation Agency (CTA) has announced its determination of the Volume-Related Composite Price Index (VRCPI) for CN at 1.4202 and for Canadian Pacific at 1.4205 for the 2020-21 crop year as of Aug. 1.This year's determination represents a decrease in the VRCPI over the last crop year of -2.04 percent for CN and -7.22 percent for CP, CTA officials said in a press release.The index is used in determining CN's and CP's maximum revenue entitlement (MRE) for the movement of western grain. The MRE is a limit on the overall revenue that can be earned by CN and CP for shipping regulated grain.Changes in the new year's index stem primarily from expected declines in fuel and labor costs. The larger decline in CP's VRCPI is attributed to the inclusion of debt raised for the purposes of share buyback. This activity is accounted for in determining both railroads' cost of capital, which is part of the VRCPI calculation, CTA officials said.

The Purple Line Transit Constructors (PLTC) last week announced its intent to exit its contract to build Maryland’s Purple light-rail line after project delays.

PLTC’s design-build agreement with the Maryland Department of Transportation Maryland Transit Administration (MTA) includes an exit clause under which PLTC may leave the project if total delays reach 365 days.

GAO: Railroads report PTC progress, but some face 'compressed' schedules to meet deadline

Most railroads required to implement positive train control (PTC) are "generally optimistic" about meeting the federally mandated deadline at the end of this year, according to a U.S. Government Accountability Office (GAO) report released last week.

Forty-two railroads — including Amtrak, 30 commuter and several freight railroads — were required to implement PTC by Dec. 31, 2018. Almost all received two-year extensions. By the end of 2019, more than three-quarters of the railroads were conducting advanced testing or had implemented PTC on their own tracks, but had work left to reach full implementation, GAO officials said in the report.

Composite Advantage installed its FiberSPAN fiber reinforced polymer composite bridge decking on two pedestrian bridges connecting Metropolitan Atlanta Rapid Transit Authority riders to Inman Park/Reynoldstown Station across vehicle traffic and railroad tracks. The decking replaced decaying concrete on the bridges.

Michael Baker International hired Caroline Brabrook as an office manager in Seattle. She will oversee office personnel and business activities and support local infrastructure projects. Brabrook has 20 years of leadership experience on multidisciplinary transportation projects, including for Sound Transit and departments of transportation. Previously, she was office engineering manager for the Dragados CP 2-3 team on the California high-speed rail project.

Amtrak extends Downeaster service suspension

Amtrak’s Downeaster service from Brunswick, Maine, to Boston will remain suspended through May 31, the Northern New England Passenger Rail Authority (NNEPRA) announced earlier this week. 

NNEPRA officials are working with Amtrak, Pan Am Railways Inc. and station communities to prepare for the return of service later this spring, authority officials said in a press release.

MTA aims to further reduce GHG emissions

The Metropolitan Transportation Authority (MTA) last week announced it has renewed its commitment to environmentally friendly initiatives in New York City.To further reduce greenhouse gas emissions, the agency will implement Central Business District Tolling, a congestion pricing policy aimed at reducing vehicle traffic in Manhattan. The policy is pending federal approval.MTA officials also plan to implement a regenerative braking pilot in the MTA New York City Subway in the fourth quarter. The pilot involves testing a wayside energy management system that can store heat energy from braking and use it during peak consumption hours when the electricity from the grid is most expensive and demand is at its highest, MTA officials said in a press release.In addition, MTA has committed to making facilities, infrastructure and rolling stock more energy efficient by replacing lighting, heating and cooling systems.Every year, the MTA prevents 19 million metric tons of greenhouse gases while emitting 2 million metric tons through its operations. This results in a net 17 million metric ton annual avoidance, MTA officials said.

Southwest Pennsylvania Railroad owner signs pact for infrastructure upgrade

The Westmoreland County Industrial Development Corp. (WCIDC) last month approved a $2.4 million contract with Frontier Railroad Services to replace more than 4 miles of rail for the Southwest Pennsylvania Railroad as part of regular infrastructure upgrades.

The railroad, which operates along 33 miles in Pennsylvania, is owned by the WCIDC but operated by Carload Express Inc.

The Metropolitan Transportation Authority (MTA) yesterday announced it will close the New York City Transit subway system daily between 1 a.m. and 5 a.m. to perform deep cleaning of rail cars and stations, and test new cleaning solutions.

About 11,000 riders on average use the subway during this overnight period, MTA officials said in a press release.

SVP Rush to retire from R. J. Corman

R. J. Corman Railroad Group LLC today announced Senior Vice President Noel Rush will retire after serving the company for more than 23 years.

Since he joined the company in 1997, Rush has held many integral positions at the company, including president of the derailment services company, VP of risk management and SVP of commercial development before taking on the role of SVP.

IANA: Virus, trade uncertainty hit intermodal volumes in Q1

First-quarter 2020 intermodal volumes fell 6.7 percent to 4,177,989 units compared with the same quarter last year, according to Intermodal Association of North America (IANA) data.

Year over year, international intermodal volume (2,057,685 containers) dropped 11.3 percent, while domestic volume (1,862,499 containers) climbed 2.2 percent and trailers (257,805) plunged 23.3 percent, IANA officials said in the association's Intermodal Quarterly report.

STB issues decisions on demurrage rules, billings

The Surface Transportation Board (STB) yesterday issued three decisions on demurrage and accessorial rules and charges.The decisions were informed by a "significant number" of comments that the agency received on the issues, STB officials said in a press release.The three decisions involve:A Policy Statement on Demurrage and Accessorial Rules and Charges. The final policy statement provides principles the board would consider in evaluating the reasonableness of demurrage and accessorial charges. Under the policy, "the board intends to facilitate more effective private negotiations and problem solving between rail carriers and shippers and receivers, to help prevent disputes from arising, and to help resolve disputes more effectively and cost-effective," STB officials said. Demurrage Billing Requirements. The final rule requires Class Is to directly bill the shipper for demurrage when the shipper and warehouseman agree to that arrangement and notify the carrier. The STB intends the rule "to help ensure the responsibility for demurrage is placed on the party in the best position to expedite the loading or unloading of rail cars," agency officials said. A supplemental notice of proposed rulemaking under the Demurrage Billing Requirements. The STB is inviting comments on certain modifications and additions to proposed requirements for minimum information to be included on or with Class Is' demurrage invoices. The final policy statement will be effective May 30, and the final rule in Demurrage Billing Requirements will be effective June 20. Comments on the supplemental notice of proposed rulemaking are due June 5.

Bombardier Transportation signed a six-year integrated logistics service contract with Trenitalia to support its Frecciarossa fleet of ETR500 high-speed electric trains in Italy. The contract will ensure continuous availability of consumable spare parts and repairable components for the fleet, including critical components like traction cooling equipment and transformers, Bombardier officials said in a press release. 

Trinity Industries Inc. reported first-quarter revenue of $615.2 million, a $10.4 million increase compared with Q1 2019. Trinity attributed the increase to a higher volume of rail cars sold from the company's lease fleet, according to Trinity's financial report. Net income attributable to Trinity was $161.9 million, or $1.33 per common diluted share, an increase of $1.09 per share year-over-year. “We expect COVID-19 to have a negative impact on demand for our products and services, clouding our forecasting abilities and limiting visibility into our financial performance for 2020,” Trinity Chief Executive Officer and President Jean Savage said in a press release.

Dallas Area Rapid Transit (DART) and the North Central Texas Council of Governments (NCTCOG) yesterday reached an agreement to extend DART’s GoLink on-demand shuttle service to the west Carrollton area. 

In May, the service will provide first- and last-mile connections from the Valwood Industrial Business Park area in west Carrollton to DART’s Green Line at the downtown Carrollton light-rail station.

The Las Vegas Monorail Co. has suspended construction of two monorail stops on the Las Vegas Strip due to the COVID-19 pandemic, according to a local news report. 

All monorail activities related to the company’s Mandalay Bay extension and Sands Avenue Station project, which include construction of a monorail stop at the future MSG Sphere entertainment venue, have been put on hold, a monorail spokesperson told the Las Vegas Review-Journal.

Operation Lifesaver Canada, Waze partner on crossing safety app

Operation Lifesaver Canada (OL) has formed a partnership with Waze, the navigation app, to alert Canadian drivers to grade crossings through a new safety feature embedded in the app.Drivers using versions 4.61 or higher of Waze now will see a banner alerting them to upcoming crossings and encouraging them to approach with caution, OL officials said in a press release.The feature was developed using rail crossing location data from the Canadian Rail Atlas, the Railway Association of Canada's (RAC) interactive map of the nation's railway network.OL has been advocating for Waze and other technology companies to incorporate crossing alerts into their navigation applications since 2017. Earlier this year, OL collaborated with the RAC to validate with RAC members the locations of more than 21,500 public grade crossings. Those data points provide the basis for the Waze crossing alerts in Canada, OL officials said."We're hopeful that when Canadians see a Waze rail crossing alert, they'll slow down and prepare to stop, obey all railway warning signs and signals . . . before proceeding through any crossing," said Sara Mayes, OL's national director.In the United States, Norfolk Southern Railway and MTA Long Island Rail Road also are working with Waze to communicate crossing safety messages.
